Maternal, Adolescent & Child Health Institute NPC, (MatCH) is a non-profit organisation supporting public health services. MatCH implements donor funded projects to improve HIV and TB outcomes through providing technical assistance and direct service delivery support. MatCH is looking for a suitably qualified candidate to fill the following position under the Global Fund Cycle 7 (GC7) aimed at strengthening the healthcare delivery platform for TB in the OR Tambo District, Eastern Cape.
Type of Contract: Fixed term contract until 31 March 2028

Remuneration: a maximum TCTC rate of R608 329.32 p/a

Main purpose of the job
The Human Resource Officer (Senior) will be responsible for leading and overseeing all aspects of Human Resource Management for the Global Fund TB/HIV grant activities. This includes the management of the full employee lifecycle, handling diverse tasks from recruitment, onboarding, and benefits to employee relations, performance management, and compliance, acting as a key contact for all HR matters and overseeing payroll.
Key performance areas
o Lead and coordinate HR functions for GC7
o Manage the recruitment and hiring of all GC7 project staff including recruitment
planning, sourcing, interviewing, offers, contracting and on boarding new hires
o Oversee payroll preparation and review for GC7
o Management of employee relations including addressing concerns, handling
investigations and holding employee briefing sessions
o Management of all benefits and compensation for GC7 employees including leave, allowances and fringe benefits
o Performance Management of GC7 staff including support the development of job profiles and KPI and training staff on performance management process and tools
o Training and development for GC7 staff including identifying needs and coordinating workshops
o Review and update HR and other organisational policies and procedures in line with donor and legal requirements
o Responsible for compliance including adherence to all labour laws and organisation policies
o Ensure proper HR administration including the maintenance of employee files and managing HR systems
o Work collaboratively with the Programme Manager to submit all required donor and stakeholder reporting for HR
o Manage Employee Equity
o Responsible for health and safety including reporting injuries on duty and addressing all health and safety related matters
o Support internal and external audits and compliance assessments
o Responsible for all statutory reporting for GC7
o Staff management of the payroll and HR administration team
Required minimum education and training
o A Degree or National Diploma in Human Resource Management
o Valid driver’s license and willing to travel
Minimum work experience
o 5 years’ relevant experience as HR Officer
o In-depth knowledge of HR best practices and legislations
o Experience of providing HR support within donor-funded non-profit organizations (NGO) preferably with Global Fund
o Experience managing large scale recruitment projects
o Payroll system practical experience
o Practical labour relations work experience essential
o Coaching
